Abstract
The following paper presents, as a description, a series of incongruities in the area of social policies with a community development approach. It is worth mentioning that the inconsistencies to be pointed out do not refer to a criticism regarding efficiency and effectiveness in the implementation of public policies from the Federal Government, but rather point out, at best, problems of a discursive nature regarding the use of some theoretical concepts.
